Municipal heat planning: Centralized vs. decentralized heat supply - what does this mean for consumers?

24 Mar 2025

How does municipal heat planning affect consumers? In this talk, the German Consumer Association shares insights, expectations, and practical examples related to district heating, costs, and social fairness.

Consumers have high expectations for municipal heat planning—especially regarding security of supply and affordability. The presentation emphasises that most heat plans are strategic and high-level. Full cost comparisons between heat pumps and district heating reveal wide price ranges. Criticism from consumers includes a lack of transparency, price setting issues, and limited competition. The call is for greater fairness, clear regulation, and social balance.
